Mentsuru Ramen City Hall
멘츠루 시청점 Mencheuru Sicheong-jeom Mentsuru is a Japanese-styled shop name in which 'men' means noodles; the posts do not explain the rest, and Sicheong-jeom simply means the City Hall branch.

Mentsuru City Hall is a Japanese ramen shop on a corner of Seosomun-ro 11-gil, a one-to-two-minute walk from City Hall Station exit 10. You order at the kiosk by the door first, wait outside, and are called by your receipt number to a seat on the ground floor or the basement. Shoyu ramen is 11,000 won, spicy shoyu 11,500, and the tripe-topped motsu ramen and the beef-intestine hormon-don 15,000; several pairs said they paid around 30,000 won. There is a long bar along the kitchen plus tables for two to four. We read 29 posts dated 21 August to 14 October 2026; 27 of them record an actual meal.

Counted from what bloggers wrote in their posts; we did not confirm it with the restaurant. Where the values differ, it may be a change over time rather than a disagreement, so we show when each one was written.
What sets it apart
- There is a wait at lunch and on weekends, but it is short. Of the eleven posts that waited, those giving a time say 1 minute (weekday, 12:55), 7–8 minutes (holiday Saturday lunch) and about 10 minutes (Saturday lunch). One diner walked straight in before noon and came out to a long line. Order at the kiosk before you queue — one post warns that otherwise you simply wait forever.
- Sixteen posts describe kiosk ordering. One counts two kiosks on the ground floor and two by the stairs down, with a language option. Another found the two floors' kiosks carry slightly different menus — upstairs was mostly shoyu, shio and motsu.
- Eight posts said the ramen was not greasy, often calling the spicy bowls clean and sharp. One post differed, finding the motsu broth more oily than savoury.
- Nine posts called the portions large. Rice is free, yet two diners were too full from the noodles to add it; another said even a grown man would be well fed.
4 more
- Seven posts mention the open kitchen; from the bar they watched five cooks at work and chicken simmering in a huge pot.
- Five posts mention the review promotion: leave a Naver review and get a soft drink or fried gyoza.
- Four posts found a phone stand at every seat, and two found a power outlet at each bar place — set up for solo diners watching videos.
- Four posts describe a tub of yuzu pickled radish on each table to take as you like; a few others found kimchi there instead.

Where it is

We could not find this shop’s own listing on Naver Map, so the link searches for its Korean name around this spot instead.

Getting inside
| In a basement | 19 of 27 posts |
|---|---|
| Toilet inside | yes 0 · no 1 (of 27 posts read) |
The entrance and main room are at street level, and nineteen posts noted a second dining room in the basement — described as roomier, quieter and a bit more comfortable. One post says guests go down once the ground floor fills; another seems to have been sent up because the basement was full. One diner warned that the stairs down are fairly steep.
One post says the shop opened with only the ground floor and later added the basement. We do not know when, but every post we read, from August 2026 on, describes both floors.
No post says whether there is a step at the door or whether a wheelchair or stroller fits. That is unknown, not a no. The basement is reached by stairs one diner called fairly steep.
Only one post mentions the toilet: the women's room is outside, half a floor up in the building to the left, behind a door code. Separate men's and women's toilets appear only in copied listing text, which we did not count.
No one mentioned: Second floor · Lift to the floor · Ramp at the door · Step at the entrance · Step-free access · Accessible toilet · Separate restrooms. That is not the same as there being none — it means we could not confirm it. Worth calling ahead, and do tell us: we will put it here.

Posts that followed a TV spot
Of the 29 posts we gathered, 2 went up on a single day right after a TV spot and show no sign of a visit. They retell the broadcast, so we left them out of the counts.
We do not discard them. That a TV spot produced a burst of posts is itself something worth knowing about a place, and a star rating will not show it.

What we do not know
- Service reports split one to one: one diner found the staff kind; another, at peak lunch, saw a later table served first and received only one of two drinks.
- Opening hours agree across the 22 posts that list them — daily 11:00–21:30, last order 21:00, no afternoon break, open every day — but nearly all copy the shop listing, and one adds that it may close early when ingredients run out.
- Several posts give the same phone number, 0507-1489-0451. Naver booking is listed — one post says not for weekday lunch — but no one wrote about booking ahead.
- Posts cluster in 1–14 October 2026, and more than half repeat the same keyword titles and the same stock sentences about the broths and drinks. They read like a paid campaign, though only one discloses an invitation. We did not count those stock lines as evidence.
